Permanent flying of the Aboriginal flag

Councillors resolved that the Aboriginal flag should fly permanently alongside the National flag outside Yass Soldiers’ Memorial Hall.

2022/23 Local Heritage Grant Program

Councillors awarded a total of $19,000 in funding under the 2022/23 Local Heritage Grant Program to the following projects:

‘Benochy’, 46 Orion St, Yass - repairs to the leaking roof to prevent further water damage to the building - $2900 The Old Produce Store, 25 Fitzroy St, Binalong - repointing, stitching and repairing cracked brickwork - $3000 Capital Chemist Pharmacy, 112-114 Comur St, Yass - prepare and paint the outside of the building - $3000 Bowning Hall, 3 Short St, Bowning - prepare and paint the supper room, kitchen and storeroom - $750 DJ’s Butcher, 124 Comur St, Yass - prepare and paint the top floor facia, gutter and downpipes - $3000 Grazing (former Royal Hotel), 42 Cork St, Gundaroo - paint roof and undertake minor work to timber facia boards, replace missing flashing, repoint chimneys and secure loose sheets of iron - $3000 Liberty Theatre, 172 Comur St, Yass - restore external sign - $3350

Victoria Park Plan of Management

Councillors recommended that the draft Victoria Park Plan of Management, which includes provision for Council to enter a long-term lease for the proposed redevelopment of the pool in the future, be forwarded to the relevant minister and placed on public exhibition on Council’s website for 28 days.

Planning Proposal - Discovery Drive, Yass

Councillors endorsed reclassifying Lot 63 DP1079585 at Discovery Drive, Yass to Operational Land. This will enable Council to develop and/or sell the land in the future. The draft Planning Proposal developed by Council to reclassify the land will now be forwarded to the Minister for Planning to request a gateway determination and a public notice will be issued.

Yass, Bookham and Wee Jasper Main Street Masterplans

Councillors endorsed the draft Yass, Bookham and Wee Jasper Main Street Masterplans, which were developed in consultation with their respective communities. The draft Masterplans will be placed on public exhibition on Council’s website for 28 days and adopted if there are no significant objections.

Yass Soldiers’ Memorial Hall office space

Councillors supported an expression of interest process for use of the vacant office spaces inside Yass Soldiers’ Memorial Hall. This follows a request from Yass Historical Society’s request to relocate to office space at the front northern side of the building. The society’s request will be considered once the expression of interest process has concluded.

2022/23 Rate Ad Valorem, Minimum Charge and Base Charge

The amended 2022/23 Rate Ad Valorem, Minimum Charge and Base Charge figures were adopted following an administration error.

Rural Fire Service Assets

Councillors reaffirmed their lack of support for the Auditor General’s request for NSW Councils to include Rural Fire Service mobile assets in their stocktake. Council will subsequently write to the relevant ministers and Auditor General advising them of its position. It is worth noting that Council is in complete support of and commitment to local RFS brigades, and that this action is entirely directed towards a recommendation that would have significant financial impact to Councils.

Binalong Banjo Centre Councillors noted the proposal for the development of a Binalong Banjo Centre and suggested the Binalong Progress Association consults with the community further before progressing any further.
