The City of Parramatta is publicly exhibiting a Planning Proposal, with its respective draft site-specific Development Control Plan (DCP) and draft Planning Agreement, for land at 12 Hassall Street Parramatta. 

This Planning Proposal seeks to amend the Parramatta Local Environmental Plan 2011 (PLEP2011) by:

Increasing the maximum building height (HOB) from 72 metres to 192 metres,  Increasing the maximum floor-space ratio (FSR) mapped control from 8:1 to 14.5:1 Adding a site-specific clause in relation to minimum commercial floor-space, additional commercial floor-space, design excellence and high-performance buildings standards. This site-specific clause allows bonus FSR up to a potential maximum of 16:1 (i.e. 1.5:1 beyond the mapped control). It also includes provisions outlining maximum parking rates and a satisfactory arrangements clause to enable the funding of state infrastructure.

The Planning Proposal could accommodate a mixed use development of approximately 328 units and minimum 2055sqm commercial floor space.

The draft site-specific DCP proposes detailed guidelines on built form, massing, setbacks, landscaping and vehicular access. It will be included as part of Parramatta DCP 2011 which is available on Council’s website or at Council’s Customer Service Centre.

The draft Planning Agreement is to enable Council to receive a monetary contribution of $2,928,375.00 towards public amenities and services and community infrastructure in the Parramatta CBD.  

The Planning Proposal, draft plans and supporting information will be publicly exhibited from Wednesday 8 July 2020 to Wednesday 5 August 2020, and can be viewed at the attachments provided below.
