Local Government Reform - IPART Recommendations

On 21 June 2019, three reports were released by the NSW Government for stakeholder feedback, with the following submission deadlines:

 

Local Government Rating System - 13 September 2019

Reporting and Compliance Burdens on Local Government - 25 October 2019

Local Government Compliance and Enforcement - 15 November 2019

The reviews, prepared by the Independent Pricing and Regulatory Tribunal (IPART), were commissioned to identify how best to deliver on the State Government’s commitment to ensure a fair and equitable rating system, cut ‘red tape’ and reduce costs and delays for business and the community.

Together, the final reports are nearly 1,000 pages long and contain 135 detailed recommendations.

The Office of Local Government (OLG) has advised that many recommendations have already been implemented through other reform programs or are currently the subject of separate consultation. There are also several recommendations that the State Government has ruled out, because they may have adverse impacts on vulnerable members of the community, affect regional jobs and economies, or substantially increase costs for taxpayers and the broader community. These matters are marked “not for consultation” on the respective online feedback forms.

Council has resolved to prepare submissions in responses to the recommendations of each review. Council also resolved to write to the Minister for Local Government to request that feedback be allowed on all of IPART’s recommendations per review, not just on those that the Office of Local Government has allowed for comment.
