Redevelopment of the Esplanade Dining Precinct will be fast-tracked to limit the disruption to traders and maximise the city’s appeal once tourists return.

Council endorsed development of concepts for the Esplanade Dining Precinct project – including Shields Street between Abbott Street and the Esplanade – for consultation in February 2020, with proposed construction to start in November 2020 for Shields Street and November 2021 for the Dining Precinct.

However, the impacts of the coronavirus health restrictions and the resulting downturn in business activity has provided Council the chance to reconsider these timeframes.

“It makes sense to bring these works forward,” Cr Manning said.

“This pandemic has caused unprecedented disruptions to our city; there are very few visitors and fast tracking these works will reduce the overall impact on traders.

“Completing these vital works now will mean that once restrictions are lifted and tourists return to our city, which we know they will, we will be able to provide them with an even better experience and maximise the benefits for businesses.”

Council will adopt a three-staged delivery that will allow works to be started prior to detailed design being completed.

This will include construction of the footpath as the first stage, starting at the end of June; second stage will be the construction of the outdoor dining area in September; and the completion of the road and landscaping as the last stage in February 2021.

The works are budgeted at about $28 million, but it was noted that this is approximate cost only based on concept designs. The final costs will not be known until designs are finalised.

Mayor Bob Manning said the Esplanade Dining Precinct was a significant project, one that would enhance the city’s appeal and liveability.

“Outdoor dining is one the great features of Cairns and there are not too many better places than along the Esplanade,” Cr Manning said.

“We need to make the most of this prime location and redevelopment of the Esplanade Dining Precinct will enhance the experience for those visiting our city.”

The Esplanade Dining Precinct’s contemporary and engaging design features a modified and gently curving road alignment that allows the dining area to be extended and brings green space of the Esplanade Parklands closer to the outdoor venues.

The retention of one-way traffic along Esplanade allows for safer pedestrian movements and will also reduce unwanted noise.

Wider footpaths feature new consistent pavements and clearly defined areas for pedestrians and diners, the new awnings will provide enhanced weather protection, and vibrant lighting will improve night time experience.

The design of the road and footpath also allows the precinct to be easily transformed into a pedestrian-only space for major public events.
