Glenlyon Masterplan adopted

At this week’s meeting, Hepburn Shire Council adopted the Masterplan for Glenlyon Recreation Reserve, which informs the future planning, provision and enhancement of this popular community asset.

The Masterplan has been informed by three rounds of community feedback with the final round occurring in July 2023.

Mayor, Cr Brian Hood, said that feedback from the community indicated a strong desire to preserve the reserve's natural charm and heritage value while wanting improvements to enhance its usage, accessibility and safety.

Enhancing accessibility and safety are paramount considerations within the Masterplan that includes recommended initiatives such as installing safety beacons on power lines, renewing fences and gates, establishing new pathways and roadways, maintaining existing egress tracks, improving wayfinding signage and installing an accessible horse mounting ramp. 

The Masterplan also includes improvements to the equestrian facilities, the creation of a social gathering area, upgrades to the playspace, and redevelopment of the cricket net. It includes flood mitigation planning to address the flooding and inundation from the Loddon River during heavy rainfall.

The masterplan includes a total of 46 recommendations with an initial estimated cost of $4.72m. 

“Further scoping work will need to be undertaken to better understand the overall cost of the potential actions. Council’s ability to attract sufficient capital funding from external partners and stakeholders over the next ten plus years is also fundamentally critical to the works progressing,” said Cr Hood.

The Masterplan document requires amendments after the Council decision to deviate from the officers’ recommendation and retain the pavilion in its current location.
