To keep our community up to date with key Council decisions, outcomes and plans; here is a snapshot summary from Council’s Wednesday 27 September Council Meeting.        

Planning and Development PLA033/22 - 169 Main South Road, Drouin

In the event an appeal pursuant to section 79 of the Planning and Environment Act 1987 had not been lodged with the Victorian Civil and Administrative Tribunal, Council would have issued a Notice of Refusal to Grant a Planning Permit for Planning Application PLA033/22.

Community Infrastructure Notice of Motion Response - Repair and Reconstruction of Three Roads

Council noted the report, and noted a prioritised program of road upgrades and reconstruction is being developed which includes the three identified roads that are the subject of the report. 

Council will seek external funding for the upgrade and reconstruction of sealed roads across the Shire utilising the prioritised program.

Award of Contract CON-2023013 Reconstruction of the Bellbird Park Soccer Pitch

Council moved to award CON-2023013 - Reconstruction of the Senior Bellbird Park Soccer Pitch to A1 Civil Pty Ltd, for the total lump sum of $1,525,890.30 exc. GST.

Council authorised the Chief Executive Officer to sign the Contract, and delegated approval of contract variations to the Chief Executive Officer. 

Notice of Motion Response - Design and Construction of Weebar Road Roundabout

Council responded to the Notice of Motion and;

Noted the current design and land acquisition status; Noted the current DCP rate and revised project costs; Noted the developer of Ferntree Ridge Estate is responsible for the construction of the roundabout at Weebar Road and Main South Road, as per the Planning Permit (PLA0323/16); Delegated authority to the CEO to seek an appropriate ministerial amendment to the Developer Contribution Plan (DCP) specifically to revalue the Weebar Road/Main South Road Roundabout, and the Weebar Road sporting reserve land. This would result in an increase in the Drouin DCP per ha amount if successful; Delegated authority to the CEO to continue discussions and negotiations with the relevant developers (on the basis of the above) to find the appropriate agreement to help remove the financial barrier to the construction of the roundabout without Council needing to contribute financially beyond our current commitments; and, Requested a report to be brought back to Council on the agreement and approach reached with the Developer and Minister.  Governance and Information Services Nilma North Hall - Proposed lease to Telstra/Amplitel - Telco Tower

Council moved to grant a twenty year lease of four (4) x five (5) years to Amplitel Pty Ltd and authorise the CEO to sign all associated paperwork.

Instrument of Appointment and Authorised under the Planning and Environment Act 1987

Council, in the exercise of the powers conferred by section 147 (4) of the Planning and Environment Act 1987, section 224 of the Local Government Act 1989 and section 313 of the Local Government Act 2020, resolved that;

The members of Council staff referred to in the instrument be appointed and authorised as set out in the instrument;  The instrument comes into force immediately the common seal of Council is affixed to the instrument, and remains in force until Council determines to vary or revoke it; and,  In accordance with Council's Governance Rules, the instrument be signed and sealed.  Mayoral Minute

Mayor McCabe used the Mayoral Minute to say that last week she had the privilege of attending the Citizenship Ceremony. She said that the pride and joy she witnessed made the event an amazing experience, and wished to thank Councillor Jones and Councillor Firdous for joining the event with her. She also gave a special thanks to Councillor Firdous for sharing her personal story on the night.
