Half yearly progress of the Annual Plan for 2021-22

The Annual Plan and Budget Estimates is developed by the Council each year setting out the key deliverables to be undertaken, together with the budgeted resources required to achieve them.

The below Progress Report outlines the progress made against each of the current year’s Annual Plan actions to date (Q2 - 31 December 2021).

The major project associated with this goal is the development of the new Cultural Centre. The Project Brief has been submitted to the Australian Government seeking to amend the committed $5 million investment, to the new development. 

A tender process has been undertaken for architectural services. It is expected the contract will be awarded by late January 2022. 

Council has engaged with the State Government on the ‘Cities Gateways’ project, to be funded by State Growth. Council has advocated to improve the presentation of the interface between the Bass Highway and CBD. This project will complement the Vibrant Town Centre goal.

The funding deed for the pathway and erosion control works has been executed by Council and is awaiting Ministerial sign off.

Project Management consultant Pitt & Sherry are progressing planning and permit processes including environmental planning and landowner consultation.

Tenders to progress a contamination audit will be called mid-January 2022.  A separate Consultant Services Brief is being finalised for the erosion control (foreshore, pathway and highway protection) component of the project. It is planned to call tenders late January 2022.

Construction design and documentation for the pathway itself is 90% complete, awaiting finalisation of the planning permit and erosion control component.

A Cyber Vulnerability Audit has been conducted and a report has been provided to the Council that specifies the main elements of risk that the Council should address taking account of the relative risk. This is now being supplemented by learnings from the recent cyber event. Once the implementation plan is developed this will be tabled to the Council and included in Council’s Digital Transformation Strategy.

The Digital Transformation Strategy project has commenced with the appointment of 2PM as the Council’s consultant partners for the project.  Initial stakeholder meetings have occurred in Burnie.  The Project Plan for the Discovery Phase and a Communications Plan is presently being developed to inform how the Council consults with its community, stakeholders and staff in relation to this five year strategy.

Each year the Capital Works program includes annual renewal programs such as bitumen and asphalt re-seals of the urban road network, asphalt footpath replacement program, footpath kerb and channel replacements and kerb ramps and safety upgrades to gully pits.

For the 2021-22 year the larger projects include an upgrade to the western end of Bay Street, by replacing the north side kerb and gutter, improving driveway gradients and provision of a new asphalt seal.  An upgrade of the carpark along with new toilets/change room are nearing completion at the South Burnie Beach Precinct. 

Other works include a new DDA compliant carpark near the RSL building within the Burnie Arts and Function Centre car park.

The program is well progressed. At the end of December 2021 the transport program was 56% complete.

Preliminary information has been collated to evaluate options associated with delivery of all of Council’s waste services, in particular the waste disposal and transfer arrangements at the Burnie Waste Management Centre.

A position paper is currently in development and will be considered by Council as part of the 2022-23 budget process.

Council has considered ongoing investigations into the provision of a regional FOGO collection and processing service over the last five years.

A review of cost implications associated with such a service is underway, however some cost inputs are awaiting the finalisation of a regional tender for kerbside recycling and ancillary services. Dulverton Waste Management have committed to developing a FOGO processing facility. Forecast delivery mid-2023.

A position paper will be presented to Council as part of the 2022-23 budget process.

A Community Engagement Framework has been drafted and will shortly be considered by the Council’s Executive Management Team. The Framework outlines the commitments of the Council with regard to when and how consultation will be undertaken with the community. It will address what methods of consultation will be used, depending upon the subject matter, and how the Council will use this information to inform decision making.

It is expected that the draft Community Engagement Framework will be available for public consultation in early 2022.

A four year Council Plan 2022-2025 was approved by the Council at its meeting of 26 October 2021.

This plan outlines three key drivers that will underpin the direction and focus of the Council’s efforts and resources. The Plan also outlined six key enablers that are imperative to the success of realising the Council’s strategic objectives.
