Council received one petition regarding an objection to the proposed Colourbond structure at 435 Robins Road Langwarrin, containing 7 signatures.

Planning applications

11.1 – Council approved an application for 21 Inglis Avenue Frankston - To amend the plans approved under the Planning Permit for retrospective works for a statement of compliance.

11.2 – Council supported the approval of a liquor license for local eatery, Two Boys One Beagle located on Kareela Road in Karingal. Councillors approved an extension to allow evening trading until 9pm.

Other business

12.2 – Council noted a report outlining its response to COVID-19 and the local impacts of the virus. The report highlights Council’s investment in supporting its community through COVID-19 is now close to $7 million.

12.3 – the following records for the Assembly of Councillors was received:

Further to this, Council noted that a written record for Assembly of Councillors under the Local Government Act 2020 was no longer required, effective 24 October 2020.

12.4 – Council received and noted its Financial Report for the quarter ending 30 September 2020.

12.5 – Council received and noted the Council Plan Quarterly Performance Report for quarter one (July – September 2020).

12.6 – Council received and noted its quarterly progress report for the first quarter (July 2020 to September 2020) of the 2020/21 Capital Works Program. The report outlined an impressive completion percentage of 95% despite the Pandemic.

12.7 – Council received and noted the organisation’s annual greenhouse gas emissions, energy and water usage and costs for 2019-2020. Further to this, Council noted that current and proposed Capital Works projects would further target a reduction in greenhouse gas emissions, energy and water usage and costs.

12.8 – Council adopted its Annual Report for 2019–2020, outlining the challenges, successes and strategic direction taken over the past 12 months by the organisation. The report has now been submitted to the Minister and is available on Council’s  website or in hard copy on request.

12.9 – Council noted the activities of the Audit and Risk Committee for the Financial   Report and Performance Statement 2019-20 review meeting held on 18 September 2020.

12.10 – Council noted the following appointment to external organisations:

As part of this report, Council further noted the following changes:

The Frankston Arts Board has been renamed to Frankston Arts Advisory Committee The Linen House Committee has been renamed to Belvedere Reserve Negotiation Committee The Soccer Liaison Committee and Golf Liaison Committee have been replaced with the Sports Liaison Committee

Council also agreed to introduce a new Tourism Committee to focus on increasing tourism, events and promote Frankston as a destination, Cr Tayler and Cr Asker were appointed as delegates.

12.11 – The National General Assembly Motions 2020 were noted, which included:

The cancellation of the National General Assembly due to the Coronavirus pandemic That the Board of the Australian Local Government Association (ALGA) agreed to consider the 153 motions submitted by Councils for debate at the National General Assembly in June 2020 Noting that three of the four motions submitted by Frankston City were carried

12.12 – As part of the Event Services Panel 2020-2021 the following contracts we awarded:

12.13 – Council received an update on the Greater South East Melbourne (GSEM) group and the GSEM City Deal development, and supported both the progress made to date and their continued participation. Further to this, Council also supported the updated GSEM Policy Position Paper. Council requested it receive a further report as discussions progress and clarity is achieved on projects that are likely to be supported through the formulation of a Greater South East Melbourne City Deal

12.14 – This item pertained to Frankston City revitalisation, however Councillors decided to defer the matter for consideration until the 14 December Council Meeting. 

12.15 – Council received the Letters under Seal presentation made at the Statutory Council Meeting to the outgoing Mayor, Sandra Mayer and Deputy Mayor, Colin Hampton.
