The Victoria Street site, known as the former Ballarat Orphanage, is subject to a development plan overlay within the Ballarat Planning Scheme. As part of the development plan, council has recently issued four planning permits, including -  

A permit for the former toddlers’ block, which grants the use for a kindergarten A permit for a supermarket in the former school house building A permit for an eight-lot subdivision for residential lots, from the Victoria Street service road A permit for an additional two-lot subdivision, which separates the commercial areas from the residential areas within the development plan.

It is likely that people will start to see works on the basis of these approved planning permits, in particular, the approved subdivision permit and kindergarten permit. The supermarket planning permit will be considered at VCAT in the coming months to review the development of the VicRoads intersection layout on the corner of Victoria Street and Stawell Street South.
