Council has prepared an Information Pack that provides you with a summary of how we believe rates should be spent in the forthcoming year. What is the proposed rate increase for 2019/2020?

The proposed average rate increase for 2019/2020 is 2.7% plus 1.39% rates growth (additional income generated from new properties in the City).

The proposed rate increase is based on the LGPI (Local Government Price Index) for the year ending December 2018, which was also 2.7%. LGPI represents the increase in the cost of goods and services purchased by Local Government.

Why are our rates going up again? 

Council has adopted a LTFP (Long Term Financial Plan) that provides guidance on rate increases for current and future years to support the services and assets provided by Campbelltown in a financially sustainable manner  and meets its adopted key financial targets. The LTFP is based on annual rate increases of LGPI (Local Government Price Index) plus growth from newly created properties. 

The proposed rate increase for 2019/2020 is 2.7% (which is based on the LGPI for the year ended December 2018) plus growth. Membership and access to the ARC Campbelltown is a user pays system, which reduces the overall financial burden on all ratepayers.

What costs are imposed on Council by State Government?

Next financial year Council faces cost increases that have been imposed on Campbelltown by the State Government. These include: 

4% increase in the NRM (Natural Resources Management) Levy. This levy is payable by all rateable properties throughout the City, however Council is simply an income collector on behalf of the NRM Board. The NRM Board sets the amount of the Levy to be recovered and determines how the funds are spent. How are rates calculated?

Council sets its rates for the upcoming year as part of its annual budget process, taking into account its LTFP (Long Term Financial Plan). Rates will be declared along with the budget at a Council meeting scheduled for 2 July 2019, after taking into account the feedback received through the community consultation on the draft 2019/2020 Annual Business Plan and Budget.

Council determines how much rate income it requires to raise to fund the budget and the associated services to be provided. This rate income is then divided by the capital value of all rateable properties within the Council area, giving Council a rate in the dollar.

This rate in the dollar is then applied to the capital value (which is the value provided to Council by the Valuer General) of each individual property. This determines the rates levied for each property for that particular year.

Campbelltown applies a single general rate across the Community, regardless of the type of use of the property (residential, vacant land, commercial, industrial).

Council proposes a Minimum Rate for 2019/2020 of $984, which represents a 2.7% increase on last year’s Minimum Rate. The Minimum Rate is applied to ensure that all rateable properties make a base level contribution towards the cost of administering Council’s activities and creating and maintaining the physical infrastructure that supports each property.

Rate capping may also apply to the principal place of residence for a ratepayer, subject to certain criteria. The cap is proposed to be set at 5.4%, which is twice the general rate increase of 2.9%. The calculation of this cap is based on the rates levied for the current (2018/2019) and upcoming year (2019/2020) and is automatically applied to a property if all criteria are met. Refer to page 26 of the Plan for further information.

Council also applies a Separate Rate payable only by shop owners/tenants at the Campbelltown Shopping Centre. This rate is used to cover the construction and operating costs of the toilet facility constructed during 2012/2013, which is located on Denmead Avenue. Refer to page 21 of the Plan for further information.

How does Council choose the projects proposed to be undertaken in 2019/2020?

Page 10 of the draft 2019/2020 Annual Business Plan and Budget sets out the approach taken by Council to determine the selected projects. Projects are selected following a series of presentations with Elected Members and a rating system to determine their selection. The list included in draft 2019/2020 Annual Business Plan and Budget has been endorsed at a Council meeting held in April 2019.

What projects are proposed to be undertaken in 2019/2020?

Page 86 of the draft 2019/2020 Annual Business Plan and Budget provides an overview of each proposed project for the upcoming financial year.

Why can’t I support or oppose some of the Renewal and Replacement projects included in the consultation document?

These projects are proposed to be undertaken as they are requiring replacement in accordance with Council’s Infrastructure Asset Management Plans and Asset Replacement Schedules.

Residential (Limited Scope) Development Plan Amendment

The Residential (Limited Scope) Development Plan Amendment Consultation has now closed.

Proposed Planning Changes for Public Consultation

Campbelltown City Council has prepared a Residential (Limited Scope) Development Plan Amendment (DPA).

The DPA seeks to promote enhanced medium density developments within the Council area. 

What is a Development Plan Amendment?

Development plans contain the planning controls that guide what can and cannot be developed in council areas. Planning authorities use these planning controls to assess new development proposals.

A development plan amendment (DPA) is a document that describes proposed changes to a development plan.

DPAs must be prepared according to certain processes set out by legislation (the Development Act 1993 and associated Regulations).

What Changes Are Being Proposed?

The Residential (Limited Scope) Development Plan Amendment (DPA) proposes to amend the Campbelltown Council Development Plan. In particular it will:

Increase the minimum site areas for residential flat buildings and row dwellings from 150 or 200 square metres to 250 square metres Increase frontages and rear and side setbacks for row dwellings, group dwellings and residential flat buildings Introduce new general residential policies that guide the provision of storage, and the provision and design of on-site car parking Clarify the procedure for measuring the distance from major shopping centres and transport routes Change in assessing the site areas for residential flat building with the driveways now excluded Designate Category 2 public notification for all developments involving two storey residential flat buildings Update and correct the local and state heritage places to remove buildings that no longer exist. Background

Prior to 2014 Council identified a need for a diversity of housing types and the Development Plan was amended to facilitate this. Since that amendment was approved some areas of the Council have experienced significant residential growth and transition from low density to medium density developments, particularly in the form of row dwellings and residential flat buildings.

Council desires to continue to promote quality medium density outcomes in accordance with the 30-Year Plan for Greater Adelaide (2017 Update). However, within the previous 4 years, Council has had the benefit of testing its existing Development Plan policies. Several areas of development assessment policy continue to be identified by the staff, community and developers that require review to address the issues such as impact on amenity and neighbourhood character arising through medium density residential infill under the current Development Plan.

The intent of the targeted amendments in this DPA will continue to promote medium density developments, while ensuring that the provisions adequately reflect the community’s desire for managing development impacts. The DPA recalibrates Development Plan policies, including policies relating to minimum site areas for residential flat buildings and row dwellings, minimum car parking standards and side and rear setbacks, particularly for upper levels

comment on the DPA by making a written submission before 5pm, Friday 24 May 2019 attend the public meeting if you wish to be heard or raise any matter not previously raised in your written submission. To speak at the public meeting you must have provided a written submission by the due date and indicated in it that you wish to speak at this public meeting. The proposed DPA is under consultation for eight weeks from Thursday 28 March 2019 to Friday 24 May 2019.

Public Meeting

The Public Meeting will be held as scheduled on Thursday 30 May 2019, 6pm at the Campbelltown Council Chambers, 172 Montacute Road, Rostrevor.

The people who have indicated on their written submissions that they wish to be heard will all be given equal time to address the committee to raise any issue not addressed in their written submission and to answer questions from the committee.

The verbal submissions will be recorded and considered along with all of the written submissions.

What Happens Next?

Following the public consultation period, the Council has the option of proceeding with, proposing to amend, or declining to proceed further with its DPA.

Council must prepare a report for the Minister on the matters raised during the consultation.

If the council proposes to make substantial changes to the DPA following the public consultation and hearing, the DPA may require a second public consultation process. This would need to be discussed with the Minister.

The Minister then considers the matters and makes a decision to either:

approve the DPA as released for consultation, or approve the DPA with changes, or not approve the DPA.

If the Minister approves the DPA, notice is given in the South Australian Government Gazette and the Development Plan is amended accordingly.

Further Information

The DPA has been prepared before the introduction of the State’s Planning and Design Code (Code). The Code that replaces Council’s Development Plan will come into effect from July 2020.
