Calling for Community Panellists to join the North Sydney Local Planning Panel (NSLPP)

 

A Local Planning Panel, known as an LPP, is a panel of three independent expert members and a community member who assess development applications made to local Councils. 

LPP’s are mandatory for all councils in greater Sydney. LPP’s are put in place to ensure that the process of assessment and determination of development applications (DAs) which are of high value, present a corruption risk, are sensitive or of strategic importance is transparent and accountable. The LPP also provides advice to Council in regard to Planning Proposals.

All LPP’s follow a standard model comprising of three independent expert members and a community member. Statutory rules govern the panels operation, through a code of conduct. 

The Chair and expert members of the panel have been chosen by Council from a list approved by the Minister for Planning.

It is up to individual Council to appoint community members to their panels. The current appointment of Community Members expires in June 2022.

North Sydney Council is therefore calling for local residents to nominate to be considered for appointment as a community member of the North Sydney Local Planning Panel. A maximum of four community representatives will be chosen and will rotate through NSLPP meetings over the full year.

Community representatives must:

Have their primary place of residence within the North Sydney Council; Be able to work within a team; Have high level communication and analytical skills; Ideally have knowledge of assessment practices and the issues which arise in complex development and planning matters; Be sufficiently fit to attend residential and commercial site inspections; and Being willing to adhere to the North Sydney Local Planning Panel Code of Conduct and operational procedures.

Councillors, property developers, real estate agents and North Sydney Council Staff are ineligible to be community representatives as this undermines the objective of having DAs determined by independent persons.

You will be expected to contribute constructively to panel discussions, be able attend up to eleven-day time meetings a year. Meetings are generally held first Wednesday of the month with additional meetings held on a need be basis.

If successful, your role as a NSLPP member will be paid per meeting attended starting July 2022. You may also be also required to attend an induction session held by the Department of Planning and Environment. The current payment is $1591 per meeting excluding GST.
