The City of Parramatta Council is currently exhibiting an amended draft Development Control Plan (DCP) and an amended draft Planning Agreement relating to land at 20 Macquarie Street, Parramatta.  An earlier version of these documents was previously exhibited from 12 December 2018 to 1 February 2019, alongside the Planning Proposal for this site. The Planning Proposal for this site (which is relevant to the draft DCP and draft Planning Agreement) was endorsed for finalisation by Council at its Meeting on 9 September 2019 and seeks to amend the Parramatta Local Environmental Plan 2011 (PLEP2011) by:

Increasing the maximum height of buildings from 36 metres (approximately 11 storeys) to 90 metres (approximately 29 storeys) and maximum floor space ratio from 4:1 to 10:1; Including a site-specific clause requiring development on the subject site to comply with the FSR sliding-scale provisions except if the development is for a hotel or a motel; and Include maximum car parking rates consistent with Council’s resolution of 10 April 2017.

Please note that as the Planning Proposal has been endorsed by Council for finalisation, it is not the subject of this public exhibition which instead relates to the draft DCP and draft Planning Agreement.

Draft Development Control Plan

The draft DCP is relevant to the Planning Proposal and provides for more detailed design guidelines and controls.  An amended site-specific draft DCP has been prepared in accordance with the resolution of Council dated 9 September 2019 (see Item 18.5, Resolution 2406).  This is intended to be included as part of the Parramatta DCP 2011 which is available on Council’s website at or at Council’s Customer Service Centre.  Amendments to the draft DCP for 20 Macquarie Street since the original exhibition relate to the following matters:

The podium setback on the western boundary (Marsden Street) has been increased from 0 metres to 2 metres to enable for the potential for future road widening on Marsden Street; The draft DCP permits the podium to overhang above ground floor level subject to meeting certain criteria related to urban design and public domain outcomes; The tower setback on the western boundary (Marsden Street) has been increased from 0 metres to 2 metres to reflect the ground floor podium setback.  The tower setback on the southern boundary (Macquarie Street) has been reduced from 6 metres to 3 metres.  Draft Planning Agreement

The draft Planning Agreement is also relevant to the Planning Proposal and makes provision for a monetary contribution to be used towards public domain improvement works within the Parramatta Central Business District (in the event that the land is developed for residential purposes).  The amendment to the draft Planning Agreement for 20 Macquarie Street since the original exhibition includes an additional provision requiring the developer to provide a 2 metre wide easement for public pedestrian access on the Marsden Street frontage of the site.  This relates to the 2 metre setback area for road widening referred to above in the DCP amendments.

The draft site-specific DCP and draft Planning Agreement will be on public exhibition from Wednesday 25 November 2020 to Friday 15 January 2021 and can be viewed in the following ways:

Written comments on the draft site-specific DCP and draft Planning Agreement are invited. All submissions received by Council will be considered before a final decision is made.
