A well governed city

Council considered the approval process for its repurposed grants, arising from Frankston City Council COVID-19 Community Relief and Recovery Package, noting:

The grants will be made available to eligible individuals, community groups, small businesses and NFP organisations in the 2020–2021 financial year The total value of the grant pool is $966,665 The existing Miscellaneous and Community Grants Program Guidelines will be suspended and the funds repurposed towards the COVID-19 Relief and Recovery grants for the 2020-2021 financial

Council adopted the COVID-19 Relief and Recovery Grants Criteria and Eligibility for the 2020-2021 financial year relating to the following grants:

COVID19 Community Support Grants COVID19 Recovery Grants Artist Project Grant; Creative Industries Grants; Environmental Sustainability Grants; and Youth Grants COVID19 Rapid Response Grants Quick Response Grants for Artists and Creative Industries Student Scholarship Grants Inclusion Support Grants Fast Business Grants

Council authorised the following delegations in relation to grant approval:

Up to $2,000 to the Chief Executive Officer (CEO), under arrangements supported by Senior Officers and nominated Council Officers Between $2,000 and up to $4,000 to the CEO, under arrangements supported by Senior Officers and nominated Council Officers — subject to a briefing of Councillors Over $4,000 and up to $10,000 to Council, under arrangements supported by Senior Officers and nominated Council Officers — to be considered at an Ordinary Meeting of Council

Council noted that the approved delegations for the COVID-19 Relief and Recovery Grants shall remain in place for the 2020-2021 financial year, unless amended by the new Council upon their commencement.

All grant allocations will be subject to the oversight of the Audit and Risk Committee.
