The big news of the week was the announcement on Wednesday 14 August, 2019 by the Minister for Water the Hon Melinda Pavey MP and the Member for Cootamundra the Hon Steph Cooke MP that Council will receive $12.3 million in funding to upgrade the Grenfell Sewerage Treatment Works which is great news!

The grant funding approval is part of the NSW Government’s $110million Regional Water and Waste Water Backlog Program to ensure regional communities have the right infrastructure to build for the future.  The Regional Water and Waste Water Backlog Program enables the construction of modern water and sewerage infrastructure and associated works to provide safe, secure and reliable water and sewerage services to communities. In regards to the status of the project the concept design and REF have been completed with the detailed design in progress. 

This is another exciting project Council is currently undertaking which will also upgrade our assets to ensure we remain sustainable in the future and continue to provide quality services to our residents.

The draft plans for the Grenfell Main Street Renewal are currently on public exhibition until the 11th September 2019 and can be viewed at Councils administration building, the Community Hub and on Council’s website www.weddin.nsw.gov.au 

A community consultation day has been organised at the Community Hub on Tuesday, 3 September 2019 with all key staff in attendance including the consultant to answer questions from the public. All residents are encouraged to attend.

It is envisaged works will commence immediately after the public exhibition period closes.

As previously advised The Hon John Barilaro MP has announced that Round Three of the NSW Government’s Stronger Country Communities Fund (SCCF) is now open. 

Round Three will provide an additional $100 million for community projects in regional NSW, and includes at least $50 million for youth-related projects. In 2019 there will be an increased focus on young people aged 12-24 and a broader scope of eligible projects including programs as well as local infrastructure.  Funding will be allocated to projects that clearly demonstrate community support for projects and align with the program objectives. The funding available for projects in the Weddin Shire is $766,618.

Council resolved at its August 2019 Council meeting that the projects to be included in Councils grant funding application be the Main Street Infrastructure project and the upgrade of Bogolong Dam.             

Applications close 5pm Friday 27 September, 2019 with successful projects expected to be announced from January 2020.

Council’s works program is continuing and the following works have been completed, are currently in progress or about to commence:  

General maintenance REPAIR grant construction underway, completed a 1.5km rehab section on Young Road and now focusing on shoulder widening similar to Henry Lawson Way Table drain maintenance complete on Henry Lawson Way Drainage maintenance on Driftway Road in progress Asphalt Repair on Mary Gilmore Way and Henry Lawson Way in progress Emu Creek rehabilitation continuing Guide Posting on Driftway and Bimbi-Quandialla Roads.

These works are all part of Councils works programme and are vital to ensure our assets are upgraded and maintained for the benefit of our residents.

Emu creek rehabilitation is one the projects listed above which is currently in progress.

After the completion of the dredging works, green hydro seeding has been used to hold the soil together and prevent erosion until the plant system is established.

Floodgates have also been installed in four different areas of the creek to assist in controlling the water flow during floods.

There has been a very positive response from the community regarding the works which is very pleasing.

There is certainly a lot happening in the next few months which is excellent as these events are very important to the economic and social fabric of our Shire.

Council has previously resolved to provide more security for Caragabal and Quandialla tips by restricting access to local users only, through a fob security lock system.

The system is ready for use and the following process is proposed:

A citizenship ceremony for Mrs Milagros Minogue was carried out by the Mayor in conjunction with the General Manager on Thursday, 8 August 2019.  The ceremony was attended by various family and friends and evoked a delighted response from the new citizen.

The Hon Steph Cooke MP is hosting 11 Pizza & Pitch sessions across the Cootamundra electorate, with young people aged 12-24 encouraged to come along and drive the discussion. ‘What would make your town a better place to live in?’. The Pizza & Pitch youth consultation session will be held at the Grenfell Visitor Information Centre from 3.30pm – 5.30pm on Tuesday, August 27, 2019.

This is a fantastic opportunity for youth from the Cootamundra electorate to be heard on what matters to them.

Council at its July 2019 meeting approved the proposed location of the eagle statue (at the intersection of Warraderry and O’Brien Streets) that was previously submitted by the Grenfell Garden Club.

The Grenfell Garden Club have since advised they wish to have a plaque attached to an ornamental rock near the base of the statue.

This request was approved by Council at its August 2019 Council meeting.

The new exhibition at the Grenfell Art Gallery is the “Place” exhibition which will be on display until 8 September, 2019.  ‘Place’ is an exhibition of Artists’ Books and the works in this exhibition vary in technique, content and materials used, so it offers many different experiences for viewers, from children to adults, drawers to printmakers, artists who love making constructed works and the general public. 

The Art Gallery is open Monday to Friday 10am - 4pm, Saturday 10am - 3pm & Sunday 10am -2pm.

The next movie to be screened at the Grenfell Cinema will be ‘Rocket Man’ on Saturday 21 September, 2019 at 8pm. Please see the adjacent advertisement for further details.

DRAFT COMMUNITY PARTICIPATION PLAN

Community Participation Plans (CPPs) are a new requirement under the Environmental Planning and Assessment Act 1979 (the Act). A CPP will outline how and when planning authorities engage the community across their planning functions.

The purpose of a CPP is to provide a single document that clearly states how the community can participate in planning matters. It will combine council’s existing community engagement approach and the minimum public exhibition timeframes of the legislation for planning functions.  Section 2.23(4) of the Act gives councils the option to prepare a standalone CPP or include the requirements in a community engagement plan/strategy prepared under section 402 of the Local Government Act 1993.

A council’s CPP is required to set out mandatory requirements for community participation by councils for the exercise of their planning functions. The mandatory community participation requirements include minimum public exhibition timeframes relating to planning functions where council is the consent authority, and these are listed in Schedule 1 of the Act. The exhibition period is described as a notification or advertising period.

The process has progressed to a point where draft documentation has been adopted by Council to engage in public consultation.

To this effect, Council has placed these documents on public exhibition for 28 days seeking comments.  The documents are available on the Council website or Administration Building for review.

In relation to the public exhibition of the documents submissions will be received up to 4pm, 30th August 2019.

DRAFT GRENFELL (LAND USE/SETTLEMENT) STRATEGY

Weddin Shire Council has resolved to prepare a Land Use Strategy for the Town of Grenfell.  The Grenfell (Land Use) Settlement Strategy ('Strategy') aims to guide future growth and appropriate land use controls to facilitate the desired types and form of development across the town.  

Grenfell does not currently have an integrated land use strategy yet it has the greatest potential for growth and change in the Shire.  Responding and adapting to this change requires a clear vision and objectives to maximise opportunities and address challenges, supported by clear consultation with stakeholders and the community.  

The process has progressed to a point where draft documentation has been adopted by Council to engage in public consultation.
